CALL FOR EXPRESSIONS OF INTEREST (EOI)
Park & Ride Bus Service Pilot for Selected FC Bayern Home Games - Allianz Arena, Munich

1. Background Objectives 

FC Bayern Munich is supporting the EU-funded GEMINI project, which aims to develop new sustainable mobility solutions for Allianz Arena visitors to reduce traffic congestion and delays for fans. In collaboration with Volkswagen Data:Lab, FC Bayern München AG and Allianz Arena GmbH will pilot a Park & Ride (P+R) shuttle bus service from pre‑defined parking sites to the Allianz Arena for up to 5 home games between September to February 2026. We invite licensed bus operators to express their interest in delivering this service and provide a service concept note for the operations and costs.

 

2. Scope of the Pilot Service 

  • Match Days: Up to 5 home games between September February 2026 (Bundesliga and/or UEFA Champions League).

  • Routes: Round‑trip service linking the Allianz Arena with the parking of FC Bayern Campus. Other additional parking locations can be considered and/or proposed by the operator if it is deemed preferable.

  • Operating Window per Game: At least 3 hrs before kick‑off and 3 hrs after the final whistle, unless agrees otherwise.

  • Performance Targets:

    • The amount of people to be transferred are roughly estimated to be between 2000-3000.

    • Max. 10‑minute headway during peak pre‑ and post‑game periods.

  • Operator Responsibilities: Vehicle provision, drivers & dispatch, on‑site marshal(s), passenger information signage at P+R sites, GPS data sharing, reporting.

3. Funding & Commercial Terms 

GEMINI project will reimburse verified service hours and dead‑kilometres at an agreed rate. Applicants should propose:

  • Price schedule (€/bus‑hour and €/km) including fuel/energy, driver, and overhead.

  • Any co‑financing or sponsorship concepts that could offset costs.

4. Eligibility Criteria 

  • EU Community licence and German passenger transport concession (PBefG §42 or equivalent).

  • Fleet meeting Euro VI emission standard or better (battery‑electric preferred). 

  • Brands and models of the buses and vehicles to belong to the Volkswagen AG.

  • Evidence of public‑liability and passenger insurance.

  • Operator to fulfil and handle all legal requirements related to the service, as well as having the responsibility to secure all necessary permits and approvals for passenger transportation.

  • Experience with large‑event or stadium transport (minimum 5 events > 2 000 pax each).

  • Sufficient fleet capacity to meet the anticipated passenger volume and headway requirements.

  • Operate low-/zero-emission fleet and carbon impact reporting, specifically the average age of fleet should be below 8 years.

  • Reporting of passenger counts and tracking of vehicles (departure/arrival times), preferably by integration of digital features such as real-time communication, GPS tracking, and passenger counting systems.

5. Submission Requirements 

EOIs (max. 10 pages, PDF) must include:

  1. Cover letter and company profile.

  2. Fleet plan: number of buses, seating capacity, accessibility, emission class.

  3. Service concept: scheduling assumptions, staffing, safety plan (boarding/deboarding).

  4. Indicative pricing as per Section 3.

  5. Relevant references (projects for big events in the past 3 years).

6. Evaluation Criteria ans process 

Following the eligibility check, all compliant EOIs will be evaluated based on their cost efficiency and pricing. A shortlist of operators will be invited to a second round of evaluation, including clarification interviews and a negotiation of the pricing and service conditions. Final selection will consider both commercial competitiveness and operational feasibility.

No extension of the deadline for submission of applications will be granted on the basis or grounds that UEMI or Volkswagen Data:Lab has not responded to or provided any clarification to any question.
