UEMI gGmbH hereby invites eligible contractors to submit a tender for the implementation of a pilot infrastructure intervention under the MobiliseHER Mobility Lab in Kochi, India. The procedure follows the PRAG simplified procedure for service contracts.

2. Subject of the Contract
Design and implementation of gender-responsive infrastructure improvements at the multimodal
transport interface in Fort Kochi, connecting the Bus Stand, Ro-Ro ferry service, and Boat Jetty.
The intervention includes, but is not limited to:

Late submissions will be rejected.
6. Clarifications
Requests for clarification must be submitted electronically to: secretariat@uemi.net no later than 15 May 2026.
Responses will be shared with all tenderers to ensure equal treatment.

About the MobiliseHER Mobility Lab
Location- Kochi, Kerala, India
The MobiliseHER Mobility Lab in Kochi is a flagship initiative under the EuropeAid funded MobiliseHER project, designed to translate research, community insights, and participatory planning into practical, on ground mobility improvements. The Lab focuses on strengthening the safety, accessibility, and comfort of public transport environments, with a particular emphasis on the needs of women, gender minorities, caregivers, elderly persons, and persons with disabilities.
Located at the multimodal transport interface in Fort Kochi — where the Bus Stand, RoRo Ferry Jetty, and SWTD Boat Jetty converge — the Mobility Lab serves as a realworld demonstration site for inclusive mobility solutions. This heritage sensitive area experiences high pedestrian movement and intermodal transfers, making it an ideal location to pilot small scale, high impact interventions that can be replicated across Kochi and other Indian cities.
Through close collaboration with local authorities, civil society organisations, and transport agencies, the Mobility Lab aims to improve lighting and visibility, enhance pedestrian access, upgrade public seating and waiting areas, introduce gender responsive design elements, and strengthen safety infrastructure such as CCTV and information systems. The intervention also includes accessibility upgrades aligned with national standards and universal design principles, ensuring barrier free movement for all users.
The MobiliseHER project is implemented by the Urban Electric Mobility Initiative (UEMI) gGmbH in partnership with WRI India, CEPT Research and Development Foundation (CRDF), and Participatory Research in Asia (PRIA). Together, the partners work to build capacity, support participatory planning processes, and promote inclusive mobility practices across Ahmedabad, Bengaluru, and Kochi.
The Kochi Mobility Lab represents a key step in demonstrating how targeted, community informed infrastructure improvements can create safer, more equitable mobility systems. The lessons generated from this pilot will contribute to broader knowledge sharing and replication efforts, supporting cities in designing mobility environments that work for everyone.
