Introduction to the E-Mobility Readiness Index

The transition to electric mobility is a critical component of the global effort to combat climate change, reduce air pollution, and achieve sustainable development goals. The E-Mobility Readiness Index is a comprehensive tool designed to evaluate and compare the readiness of different countries to adopt and expand electric vehicle technology. This index integrates a wide range of factors across several domains, including Technology and Market, Policy, Energy, and Financial, to provide a holistic view of a nation's preparedness for the e-mobility revolution.

The E-Mobility Readiness Index considers numerous indicators, such as urbanization percentage, EV import levels, total EV stock, domestic manufacturing capabilities, and fleet typology. It also assesses the integration of e-mobility into national determined contributions (NDCs), the presence of e-mobility strategies, and specific EV and charging infrastructure targets. Energy-related factors such as access to electricity, the carbon intensity of electricity, electricity imports, and the frequency of power outages are included to reflect the energy landscape's impact on e-mobility. Additionally, the index evaluates economic aspects, including the price spread between gasoline and electric vehicles, the percentage of firms identifying access to finance as a major constraint, and import taxes.

The Global Importance of the E-Mobility Readiness Index

Conducting this assessment globally is essential for several reasons. First, it provides a standardized framework for comparing the e-mobility readiness of different countries, which can help identify best practices and highlight areas needing improvement. By understanding the specific strengths and weaknesses of each nation, policymakers, investors, and industry stakeholders can make informed decisions to foster the growth of e-mobility.

Second, the index helps to track progress towards international climate goals. As countries aim to reduce greenhouse gas emissions and meet their NDCs under the Paris Agreement, the adoption of electric vehicles plays a crucial role. The E-Mobility Readinex Index provides a clear picture of how well countries are aligning their policies and infrastructures with these global commitments.

Third, the index promotes transparency and accountability. By publishing the readiness scores, governments and organizations can hold themselves and others accountable for the commitments made towards e-mobility. This transparency can drive competitive progress and encourage countries to strive for higher standards.
